upton, from michigan. the speaker pro tempore: the gentleman from michigan is recognized for two minutes. mr. upton: thank you, madam speaker. i particularly want to thank mr. rogers who has helped shepherd this bill through our committee, and i know chairman pitts, ranking member waxman, and i appreciate their hard work along with all the members of our committee to get this bill done and to the floor this afternoon. madam speaker, this bill, the pandemic and all hazards preparedness re-authorization act of 2012 would re-authorize programs to design -- designed to encourage development of medical counter measures and improve the nation's health infrastructure to help us respond to a terrorist attack. this bill is very similar to h.r. 2405, the pandemic and all hazards preparedness re-authorization act of 2011 which passed the house last year. this bill, h.r. 6672, reflects common ground reached between the house and senate through months and months of negotiations, bipartisan. and i'm hopeful that the con

i am pleased to yield one minute to the gentleman from michigan, mr. peters. the speaker pro tempore: the gentleman from michigan is recognized for one minute. mr. peters: mr. speaker, i rise in opposition to this rule and the underlying bills. in the dead of the night, five days before christmas, house republicans released legislation that they are rushing to the floor to gut funding for health care, food assistance and other vital social services. christmas is a season of giving, but sadly republicans are taking. taking food off the table from millions of americans that are struggling in these tough economic times by cutting food assistance by $36 billion. taking the unemployment lifeline away for more than two million americans who are trying to get back on their feet. and taking funding away from block grants that provide services for abused children. and why would they insist taking so much away from families during this holiday season? so they can give an average $50,000 tax break to millionaires. i urge my colleagues to stand up for millions of children

stretching north along lake michigan, the -- from chicago to waukegan, from libertyville, pal tyne east to lake forest and lake bluff, highland park west through buffalo grove and long grove, i've been fortunate to represent a diverse condition gregsal district that asks its lawmakers in washington to tackle a wide ranging agenda. with so many good people at home in the 10th district and here in the united states congress, we have been able to achieve a number of things i will forever be proud of. in the house of representatives, we've kept a sustained focus on job creation and on creating a climate that better helps the private sector grow. i believe that this represents the best path to ensuring sustained economic opportunity and upward mobility for millions of americans. the house has passed over 30 bills that focus on job creation. i'm pleased that the house unanimously passed the jobs focused initiative that i introduced, the global investment in american jobsing at this bill earns strong bipartisan support and i look forward to it hopefully getting signed into law before year end.
